Aspiring foreign workers may be employed in Canada by an employer who submits a Labour Market Impact Assessment (LMIA). LMIAs are documents issued by the Canadian government to assess the impact of foreign employment on the labor market.
LMIAs have a multitude of requirements, including:
A $1000 application fee by the employer
The proposed position being for at least 30 hours per week
Must demonstrate the employer has exhausted all other avenues of employment
Employer must not have laid off any employees within the past 12 months
Various others, depending on the stream.
